One aspect of this would be those sole roles of leadership, such as the Manifestation being without peer, the Doctor doing as he wishes, the military leader making decisions, and so forth.

Democracy, alone, is contentious.

Would there ever be a day when the decision role could be from a committee? Well, yes, in one sense, as we see with the UHJ. Yet, from the UHJ to all others does not exist a command thread.

Of course, even in the command situation, of which there are numerous types, the individual still has will, to the extent that this is not overridden by various means that, when applied, are counterproductive anyway.
